During both World Wars, One Whitehall Place was used as a headquarters by the Intelligence Service. According to local legend, a passage once ran from The Cellar under Horse Guards Avenue to the Ministry of Defence, a little further along Whitehall. What’s certainly true is that the foundation stone for the original building, laid by the then Prime Minister, William Gladstone, can still be seen here.
